Funding for providers to support inclusion and disability

About

This page is for childcare providers and Early Years education settings regarding funding for inclusion and disability.

Special Educational Needs Coordinators (SENCO) Team

The SENCO Team promote the inclusive practice of early years settings to meet every child’s individual needs.

For some children with a special educational need or disability, more specialist involvement is required. Where appropriate, the SENCO Team provides specific advice, support and guidance to private day nurseries, playgroups and childminders in partnership with parents.

To contact the SENCO team please phone: 01706 926400

Disability Access Fund

The Disability Access Fund (DAF) is additional funding for children in receipt of child disability living allowance and attending free early years places for 3 and 4 year olds only (it is not applicable to 2 year old or reception places). A provider offering a funded place to an eligible child can receive an additional one off, non-transferable payment of £615 to support that child’s access, learning and development.

Parents should indicate to you that their child is in receipt of child disability living allowance on the new parental agreements. If so, you should seek any written confirmation of this and retain a copy for your files, which you should let the Local Authority know that you have.

If you are aware of parents who you think may be eligible, but have not entered this information on the parental agreement, you may ask if they wish you to claim this funding by providing you with the required evidence.

Inclusion Fund

We have an existing Inclusion Fund available to providers. Payment of this is based on the total numbers of children with lower level special educational needs in a setting and not on the needs of any individual child (it is a setting based payment not a child based payment).

The numbers of children and subsequent payment is determined through an assessment undertaken by your Area SENCO from the Local Authority and is reviewed termly. For more information please contact your local authority Area SENCO on 01706 926400.

High Needs Fund (also known as Top-up Funding)

This funding is available to 2, 3 and 4 year old children who have an Education, Health and Care Plan (EHC Plan). If you have a child attending with an EHC Plan this payment will be made automatically to the setting.

Early Years Pupil Premium

Is an additional sum of £300 per annum (or 53p per hour of attendance) paid to children from less advantaged circumstances. Eligibility is through government set criteria. All families/children who complete a parental agreement are checked for eligibility, through the detail supplied by parents relating to their surname, parents date of birth and National Insurance or NASS number. Providers are notified of eligible children each term and paid termly.
